Report- Arkansas Home Sales for the first nine months
Arkansas Home Sales for the first nine months have been reported and
the top five counties in terms of Jan.-September 2012 home sales:
Pulaski — 3,157, up compared to 3,013 in Jan.-Sept. 2011
Benton — 2,859, up compared to 2,795 in Jan.-Sept. 2011
Washington — 1,744, down compared to 1,802 in Jan.-Sept. 2011
Saline — 1,045, up compared to 1,037 in Jan.-Sept. 2011
Craighead — 1,001, down compared to 1,091 in Jan.-Sept. 2011
Home sales were expected to climb more but tighter credit might have caused the delay in more closings. Mortgage Bankers of Association of Arkansas officials said mortgages were generally closing within 30 days after buyers and sellers entered into real estate sales contracts, but that started changing a couple of months ago. The problem, mortgage bankers say, has to do with increased government and industry regulations. Those regulations stem from questionable lending practices that became obvious around 2008 and resulted in foreclosures and loan delinquencies that are still weighing on real estate markets
Meanwhile, one group of the real estate market that is taking advantage of current market conditions are people refinancing existing mortgages. As of Oct. 12, the mortgage rate on a 30-year mortgage was 3.57%. For those refinancing for 15 years, the rate was 2.87%.

Pending Home Sales Reaches Highest Level in over 2 Years
Pending home sales rose in the summer to the highest level in over two years and remain well above year-ago levels, according to the National Association of REALTORS®.
Lawrence Yun , NAR chief economist, said the index is at the highest level since April 2010, which was shortly before the closing deadline for the home buyer tax credit. "While the month-to-month movement has been uneven, more importantly we now have 15 consecutive months of year-over-year gains in contract activity," Yun said.
Limited inventory is constraining market activity. "All regions saw monthly increases in home-buying activity except for the West, which is now experiencing an acute inventory shortage," Yun added.
Pending home sales in the South rose 5.2 percent to an index of 111.7 in July and are 15.6 percent above a year ago.
Existing-home sales are projected to rise 8 to 9 percent in 2012, followed by another 7 to 8 percent gain in 2013. Home prices are expected to increase 10 percent cumulatively over the next two years.
"Falling visible and shadow inventories point toward continuing price gains. Expected gains in housing starts of 25 to 30 percent this year, and nearly 50 percent in 2013, are insufficient to meet the growing housing demand," Yun said.

Arkansas Head Coach John Smith Struggles with Bad Loans Made on Kentucky Real Estate Deals
Arkansas Razorback Head Football Coach John L. Smith always believed real estate development was the safest investment of all, saying “you may not make money, but you won’t lose money.”
But the taking on of too much debt has had the Arkansas coach to rethink that philosophy in recent years after several of his land deals went bust in Kentucky. Smith told The Associated Press that he is making plans to declare bankruptcy, perhaps during the upcoming season.

Bruce Burrow, the Jonesboro developer and political player, has filed for reorganization under bankruptcy laws, Mark Friedman of Arkansas Business reports. He listed assets between $10 and $50 million and debts between $50 and $100 million, including loans tied to struggling Hilton Hotel in Little Rock and the vacant, old Brandon's furniture building.
Burrow used tax incentives to build a Jonesboro shopping mall. Court complications interfered with Burrow's plan to use the same tax incentives as leverage for a Bass Pro Shops development in North Little Rock.

Imported fire ants (IFA) were accidentally introduced into the
United States from South America about 70 years ago. The first
documented infestation of these ants in Arkansas was in El Dorado in 1958.
Currently, they infest much of southern Arkansas and have been
found in the more northern reaches of the state. Fire ants are reddish brown
and range in length from 1/8 to 1/4 inch. In addition to their physical
characteristics and aggressive swarming behavior, they are identified
by their painful sting, which produces a small pustule (white bump) on the
victim within 8 to 24 hours.
